E-Government Implementation: Concepts and Strategic Challenges
Abstract
The implementation of e-government has become a strategic approach for public sector organizations to improve service delivery, transparency, and administrative efficiency through the use of information and communication technologies. E-government initiatives aim to transform traditional government processes into more integrated, citizen-centered, and digitally enabled services. This study presents a conceptual review of e-government implementation by examining its core concepts, strategic objectives, and key challenges based on existing literature. The research adopts a qualitative literature review method, analyzing academic journals, books, and reputable publications related to e-government and public sector information systems. The study identifies major challenges in e-government implementation, including organizational resistance, technological infrastructure limitations, data security and privacy concerns, digital divide issues, and governance coordination. This conceptual study provides a theoretical foundation that can support policymakers and researchers in understanding strategic considerations for successful e-government implementation and guiding future empirical research.
